Can this work in China?
Baidu.com's answer to Wikipedia
Baidu, while encouraging contributions from its users, also hires "experts" to "ensure the quality of entriesAhh yes "Quality".
Critics have accused Baidu Baike of lifting contents from Wikipedia, but Bian said that "the sharing of information is instrumental in the development and the continuity of knowledge."Too much China for me today.. I'm going to drink myself into a stupor.

Wikipedia is banned in China, isn't it? Anyway, Wikipedia isn't copywrited, I don't think, so lifting content is immoral but not illegal.
